Carl-Magnus von Behr
Dr. Carl-Magnus von Behr is an engineer focused on improving how NHS Estates and Facilities teams access and apply compliance-critical information. During the COVID-19 pandemic, he volunteered at Cambridge University Hospitals, where he saw first-hand the operational pressure placed on infrastructure support teams and the challenges of navigating complex guidance under urgent conditions. This experience shaped his long-term commitment to streamlining compliance and administrative processes across the NHS.
Carl went on to complete a PhD at the University of Cambridge in 2024, researching knowledge sharing, information access, and regulatory workflows within NHS Estates and Facilities Management. His work examined how staff across different managerial levels find, interpret, and operationalise standards such as HTMs, HBNs, and local Trust policies, and how better systems could reduce burden while strengthening safety and assurance.
He has worked closely with multiple NHS Trusts, NHS England, and professional bodies including IHEEM and HefmA, co-designing practical tools and workflows that support professional judgement and improve audit readiness. Carl’s work bridges engineering, healthcare infrastructure, and responsible AI deployment, with a strong emphasis on evidence generation, collaboration, and real-world impact for frontline Estates teams.
