Phil Wallek

Phil Wallek is a GP partner of more than 15 years and a health innovator with a proven track record of delivering large‑scale transformation in primary care. He led the merger of three practices in Lewes to form Foundry Healthcare—now nationally recognised as a blueprint for Neighbourhood Teams and cited in the Fuller Stocktake and the General Practice Access and Recovery Plan as an example of best practice.

Building on this experience, and supported by the NHS Clinical Entrepreneurs Programme, Phil created Tempo, a workforce management platform that simplifies the complexities of operating primary care at scale. Working with developers, clinicians and managers, he has shaped Tempo through lean methods and deep engagement with early adopting sites. The platform helps practices optimise their workforce, improve resilience, and enhance patient and staff experience.

Phil’s leadership is grounded in frontline GP work, data‑driven improvement, and a passion for building effective teams able to thrive in complex, fast‑changing environments. He brings energy, creativity, and a clear vision for a future of primary care rooted in learning, adaptability, and outstanding care delivery.
