The challenge
The capacity and workforce challenges faced by the domiciliary care sector are widely reported. Increasing pressures make it clear that radical changes are needed to the way domiciliary care is organised, commissioned and delivered.

Domiciliary care is an extremely complex system on multiple levels: a wide range of services are delivered by a large number of providers. All of which is required to come together with an extremely large workforce, to enable the right person to be in the right place at the right time to provide care to people in their own homes.

This complexity makes it extremely challenging for providers to create schedules which utilise their workforce fairly and effectively to provide a quality service. It also makes it extremely challenging for commissioners and other key decision makers to identify the structural and systemic changes which will lead to the needed improvements across the system.
